Floods in Singapore - Who should bear the responsibility?

Recently, a flood struck Singapore and not only did it happen once, but 4 times within 2 months. The flood was so strong that the water reached knee-high level around the area of Bukit Timah area.
To prevent such measures from happening, 780 sandbags were provided to shops leveled in the basement by placing them at the entrance. Moreover, Liat towers at Orchard Road were severley hit and have more than 200 sandbags around the building.
So who should be responsible for the occurence of unexpected floods? Because such disasters are unpredictable, i personally feel that there is no finger to point at. What can be done is to work on future precautions rather than dwell on who to blame. For instance, the MP is currently calling authorities to draw up an emergency reponse plan for these floods. This is a good measure to prevent future floods from occuring. Instead of pushing the reponsibilty to certain authorities, future precautions should be taken to prevent more lives from being lost.
