Is there racial harmony in Singapore?

In Singapore's context, racial harmony is especially important because Singapore is a multi-racial country. We have the Chinese, Malays, Indians and Eurasians. Each of us play an important role. No less.
In Singapore, the government ensures that there is an equal amount of races in each district. For instance, HDB Flats. An equal amount of races are segregated into different housing estates for different races to bond and not have monopoly of a certain race as it might arouse racism towards another estate. Not only does this apply to HDB estates but the government has also encouraged CCA's, National Service and other opportunities to allow different races of people to build and create bonds.
However, many people are still prejudice against one another. When disputes arouse, instead of looking at the actual problem, some judge one another based on their races and start making assumptions.
Is there still racial harmony in Singapore? I personally feel that this is only our decision to make because everyone has a different point of view. However, i think that there should be racial harmony in Singapore because when we start to put aside our differences, that's when Singapore works best together. Just like the Singapore pledge, "We the people of Singapore. Pledge ourselves with one united people regardless of race, language or religion."
