Floods in singapore;
Who should bear the responsibility?

- Nobody. We never avoid floods. Flood is the one of nature.
We just try to reduce the damage. Nowadays, there are 4 times floods in Singapore.
As for Korea, we always suffer damage of floods every summer because of typhoon and heavy rain. We always try to prevent the floods. But can't. Because flood is unpredictable. We never avoid nature disasters. So we can't be blame to anybody. We're just ready for reducing damage of future floods. We never prevent and avoid floods. But we have to try to decrease the damage more and more.
So who should bear the responsibility?? The answer is "nobody".
